Thanks everyone for looking into this and sorry I took so long to respond, my work schedule is retarded. After looking at the responses I got, I opened up the cartridges and noticed the save batteries were poorly soldered to the board, likely by the ebay seller i bought these from. I slapped on the flux, installed new batteries and cleaned up the board. This solved the issue. I dumped the rom again and made a new save which pulled right up in pkhex. Try checking the met tab when a otherwise legal pokemon comes up illegal. I've noticed on mine that sometimes when i select a pokemon to view it doesn't pull the met info, it'll blank out the boxes and highlight them red. I fix it by staying on the met tab and viewing the pokemon again and it should pull the met info.

I have physical copies of Pokemon Red and Blue. When I extract the saves via gbxcart and flashgbx, PKHeX won't open the saves. Screenshots and saves attached.
