Image attached shows what I installed (my os is Win7, by the way). Same thing still happens. Do I need to install others?

There's no error or anything, it just shows the loading symbol on the mouse cursor for less than a second and then nothing. It doesn't even appear in the processes on the task manager. Which is strange because it did work just fine before I formatted my PC, but now it won't work even though I did reinstall Net 7.0. Is there some other program or file I'm missing?
