But why would it say it's illegal in shield version?

I was trying to gen a max lair Yveltal which should be a shield exclusive but pkhex marks this as illegal. When I set the version to sword however it marks it as legal? 717_-_Yveltal_-_8BEC4CE4EE60.pk8
