Can you possibly use like 252 EV on every stat? And how much easier does it make the game because I'm pretty new to Pokémon.

As the title says, I want to change the stats of my for example lets say Bulbasaur in FireRed. I know I can do that by renaming PKHex to PKHax and I did that, and it worked. But anytime my pokemon levels up his stats just go back to normal ones. Is there anyway to make them permanent in PKHex, if so how? And if there isn't a way to do it with PKHex please do share on how to do it some other way. Thanks.
