As the Azure Flute was never oficially distributed, I think it doesn't matter if you caught Arceus through normal means. It'll always be illegal. Hall of Origin is not a legal Met Location. PD: You can get a legal one from the Encounter Database or injecting a Wonder Card from the corresponding language to your save file. But as the event gives you a Lv100 Arceus, in Gen4 there's a limit to how much EVs it can get (from Gen5 onwards you can add the full 510 EVs).
