Need a few 85h values (HGSS Johto and Kanto Starters)

I want to hack myself a Kanto/Johto starter in my SS, but I'm not sure whether the 85h would be 18, like most of the "gifts" or 0C, like the actual starter you get from Professor Elm; I'd appreciate some confirmation.
