Error with Pkhex or maybe I'm just stupid

okay so basically I've been playing through black white 2 I forwarded this game onto my 3ds and found the save and I've wanted to try editing it I tried using pksm but then saw it wouldn't work and heard pkhex would so I tried editing it there but every time I've put the save in it says uninitialized I've progressed pretty far in the game and have saved multiple times (I haven't used save states) I don't think its the file size either. I would really appreciate the help I'm also attaching the save here to see if anyone could figure it out thanks in advance. Sorry if I put this In the wrong forum I'm really just trying to get help

ohhh so the rom/save im using won't work since its a romhack
