Doubt about level of obedience

Greetings, I am writing to ask about a question I have regarding the level of obedience in Pokehex. 

I have a legal Blastoise that I have been passing from generation 3 to Scarlet, leveling up until I reach level 100. But when I review the data of my Scarlet saved game it appears that her obedience level is 71, not 100. Anyway It marks it as legal, but it has created uncertainty in me in case this could be an error.

I have done a test with a Wigglytuff trapped in Scarlet by lowering its obedience level below the level and it marks it as illegal.

Do you know why the obedience level does not update with respect to the level of pokemon from previous generations? I have also done a test with a level 99 Raichu to level it up to 100 with a rare candy in Pokemon Sun but in Scarlet it still comes out as obedience level 99
