How to legalize 6IV Cresselia for Pokémon Brilliant Diamond version

Dear ProjectPokemon, I would like to legalize my Cresselia for Pokémon Brilliant Diamond version. I want it normal (non-shiny) and originate only from Brilliant Diamond version. I hope it's possible to make all individual values equal 31. I attached you the PKHeX file containing the Pokémon data. Please upload the legalized copy of my Cresselia for public downloading.
