Emerald - Event Flags to fight Norman for the first time

EDIT -- Decided not to risk continuing with this save file. Instead, played again through to Norman with lv 100 mons, saved before battling him, confirmed this time he will battle, then stopped playing to reconstruct old save file by transferring over all those pokemon, items, etc. Also edited trainer info to match previous one. Because I don't know what else might be wrong with this save file, so not chancing it.

Feel free to close this or whatever.

And I've learned my lesson about messing with the event flags without keeping extra saves, just to be safe.
