FRLG - Trainer Card Stickers Event Flags

I don't know if this has been documented yet, but I'm looking for a way to implement permanently Level 4 Stickers in the back of FRLG's Trainer Card.

Changing the costant and the flags doesn't work, as talking back to the Four Island NPC will reset back the Sticker to its real state. 

Is there a better way to do this, or a certain flag I must edit in PkHex to make that happen?
