How Can I edit level up moves in BW?

I'm fairly new to ROM Hacking, and I want to make a ROM hack of B/W 1. I just want to know if there are any ways I can edit what moves Pokemon learn by leveling up.  

 

Any help would be appreciated

the program that can help with this it is called ANDT you can download it here. You can use it to replace existing moves or add new moves to the moveset.
