[user error, resolved] error upon launching latest pkhex

well I'm on windows 8.1 and i get this error on launching latest pkhex

edit: also the program is not blocked nor core.dll isn't present as solutions from another member suggested (no plugin's either)

update .net framework was too low installed 4.8 and fixed
