few questions about platinum hacking

decided to give rom hacking DS games a go since i've been getting bored of the advance series

it's sort of hard finding up to date information on DS hacking, so i decided to make a thread here. sorry if i ask anything stupid

1. i'm assuming it's not possible to hex edit the game as easily as the GBA games and make TMs reusable and HMs deletable? i can't find much information on this, i think it's been done in HGSS

2. using PPRE is it possible to remove things like fog from routes? looking at the maps in PPRE i can't seem to find anything to indicate whether fog is on or off for the route

I want some hacks on platinum too like adding/using and editing unused places/location, adding some itens hiden and on floor and even small events if possible... if you ave som info please share with me!
about what do you need 
1 I think you can edit that, but how, I don't know :c
