Unused Heat Wave text?

I tried to use Wind moves like Ominous Wind, Air Cutter and Razor Wind during Sunny Day/Drought to try and transform them into Heat Wave but to no avail.

So my question is as follows, are the above some unused fancy text or is there a way to actually trigger the messages?

This is for Gen IV BTW.
