Pokemon BW2 Moveset Editor?

I've been searching around for a BW2 Moveset/Movepool Editor for a while, but with no success.

PPRE doesn't have a Moveset Editor (just a basic editor, like PRC).

TwistedFatal's supposed BW2 Moveset Editor has the 'Open Narc' option greyed out, with something referring to a 'Master Project' (which I have never been able to find...).

PRC (Pokémon Rom Changer), as stated above, just has the type/gender ratio/TM compatibility/held item options, with no moveset option.

If anyone knows of a Moveset Editor that actually functions, posting a link to the relevant thread would be greatly appreciated.

Either that, or a guide on how to do this via CrystalTile 2; for example, enabling Rayquaza to learn V-Create at Lv. 100 or Pikachu to learn Surf at Lv. 50 and Fly at Lv. 60 or something. Heck, Entei learning ExtremeSpeed and Flare Blitz via level up, thus making the forced-Adamant event (hate Nature locks) totally unnecessary.
