I have Sucsessfully generated an event diancie(however untradable since it is a fateful encounter pokemon)

There are a few things you forgot.

First of all the number in the Pokémon Movie met location is not the movie number but the year number. As such it had to be Pokémon Movie 14.

Secondly you forgot to assign the proper "Country", "Sub Region" and "3DS Region" to the Diancie. Since the OT suggests you were aiming for the japanese event the "Language" is also best off being Japanese.
