PKM files for Festa do not include items--Why?

Greetings!

So anyway, i was using the Pokesav to generate PKMs from Gen IV events. When I made the ones for the Festa Electabuzz and Magmar, they did not come with their respective evolutionary hold items and I don't know why...I'm including them as attachments so people wiser in these matters than I can have a go.

I'm not super-concerned about this issue, I'm just curious.
