unanswered How to rebuild Garc?

Okay, I figured out how to get Garc files from my 3ds rom. My question now is: After I edited the garc files, what tool do I use to rebuild them, so I can then rebuild the rom?

I saw GarcTool and GarcUnpacker, but don't think either of those will do the trick

Any help is appreciated.

P.S: This is for Omega Ruby, if that helps at all.

Edit: Okay, I figured out it was Garc tool that I needed. I got the garc files repacked, now I'm stuck on the build rom part. I think the batch file has the wrong file location, but I don't know what it should look like

Still stuck on the Build-rom part. This is what the bat file says:

cd workdir

..\makerom.exe -f cci -target d -rsf gw.rsf -o 3dsrom.3ds -exheader CTR-N-QAAP0.ExH.bin -code code.bin -icon icon.bin -banner banner.bin -alignwrcd ..

Is there anything that should be changed? I've already made the changes to the garc and repacked it, just stuck on this step. When I run it, it shows up for a brief second then disappears. I skipped the third step which was unpack-exefs.bat. I don't have a file named exefs.bin, which is apparently needed. Did I miss something?
