Having trouble with a bunch of pokemon on pokegen

trying to make some sinnoh starters but they keep coming out wrong. I can't figure out why they look the same as all my other pokemon that do pass through transporter, here is an example of one that does not work.

Set up like pretty much any pokemon but he, chimchar, turtwig, magmortar, electrivire, and umbreon won't pass (umbreon location is set from kanto, not as egg idk if that is messing something up.) threw in event surfing pikachu, my flying went through but surfing pika is older so maybe it can't go through idk. if any one could look at the attached PKM files and figure out what is wrong i would really really appreciate it!

1) Sheer Force Totodile hasn't and probably wont be released.

2) When using PokeGen for Black/White 2, always use Egg/Pal Park/ Event etc

Oh ok, how can I tell what pokemon HA aren't released? I thought they all were the site I use tell what the HA are nothing about it not being released.

Also thanks so much I will thy the egg thing I guess I thought one of mine didn't work with that but maybe not, but it is weird since all my other pokemon say building but went through
