Dream Radar Lugia - traded to B/W 1

I've researched allover and can't figure out how to make a legitimate-looking and legal Dream Radar Multiscale Lugia for BW 1.

I know that Dream Radar is only associated w/ B2/W2 but can a Multiscale Lugia be back-traded to the original B/W? The only way I can justifiably make a multiscale Lugia using PokeGen for the original BW would be to make its location set at "Link Trade" but this is what I'm getting from Pokecheck.

I don't have B2/W2, but I do have a White version... does this mean I can't get Multiscale Lugia?

Please let me know what I should do to make it right.

Why wouldn't you be able to trade it back?

And also, places like Aspertia City show as "faraway place" in original game (since G4, that happens to locations that didn't appear in earlier games, like New Bark in DPPt or Battle Frontier in DP); wouldn't Dream Radar be the same?
