I need help with IR-GTS

When I double click it, nothing happens. I can't right click and run as administrator because the option isn't there. I ran it from command line and got this:

Does anyone know what to do? :confused:

Also, I want to take a shiny pokemon from an emerald rom and put it on my black 2. Thanks.

Try to run it as administrator.

You need administrator rights on your computer it seems.
