How to create a Legit Event Pokémon from 3rd Gen Games for 3rd Gen Games

After months of research, I find something useful, but something useful isn't right.

With Pokémon Maker, when I create a Pokémon, inserting it on Visual Boy Advance Emulator, the Event Pokémon I created (Milotic from Pokémon Center New York Christmas), was on the PC, because I used an Action Replay Code.

Plus, I withdrew my Event Pokémon to my party and I opened Encyclopedia Pokémon. I put the BACD Pokémon (The Event Method).

Then, when I checked the PID to IV from my Event Pokémon, it said that the type isn't recognized or is hacked. I am very frustrated of what happened and I want to create a Legit Pokémon Event so badly.

Since I came to Project Pokémon finding clues and learning new techniques of hacking Pokémon to turn them Legit, I only wanted to complete the Pokédex so badly, I asked too many people about Event Pokémon, however, I had too many clues. Is my impression that I didn't learn anything? Does Pokégen save me from creating a Legit Pokémon for 3rd Gen games? I am afraid that the Pokémon I try to create to be legit that isn't approved in Random Matchup in Pokémon Black 2 and White 2 and Encyclopedia Pokémon says that I created a hacked Pokémon.

Please give me better tutorial or give me all of the 3rd Gen Events (check Serebii or Bulbapedia) that are created or obtained via real Events.
