I'm not sure exactly why PBR is rejecting it but there are multiple problems with your Rayquaza.

PID doesn't correspond with IVs.

Date Met can't be 2005 because D/P/Pl weren't out then.

TID and SID are very unlikely.

It has one or more ribbons it shouldn't be able to have. e.g. Classic Ribbon

There may be more but that's what I found from my 2 minute analysis.

I STILL don't understand trash bytes totally after pressing your link. This happenes to me often, that I press "Nickname" when I don't want to, and I just put nothing and press OK. What happens with all the trash bytes then??

They would become invalid as the pokemon now has a smaller name.
