Changing values in pokemon

Hello,all.I'd like to ask the following about pokemon legality.

Changing a pokemon's hex to make it come from a different game (or a different location within the same game) makes it legal from legit?

What about ev training through pokegen/pokesav?

Or loading a pkm file in a different save?

Also are those changes detectable?
