[Gen 1 Pokemon Red] Zapdos Event Flag Reset not working

I tried catching Zapdos again, and reset the game's Zapdos event flag through Pkhex. I went to the Power Plant, and tried finding Zapdos multiple times, and it seems that the event flag did not reset. Looking for any ideas why this may be the case Any help is appreciated! Thanks
