HP - West of Pastoria city in the water, on Route 212, you will run into Woopers. Give one base HP EV each. Rarely you will see Quagsires, that give 2 EVs each. Combined both of these monsters have a 100% encounter rate.
Attack - Route 229 fishing with a Super Rod. Fishing here will net you a Gyarados every time. Gives 2 base attack EVs.
Defense - Ruin Maniac Cave. Walking around you will encounter Geodudes and Hippotas. Both give 1 base EV in defense each.
Special Attack – In the resort area there is a small pool you may surf in to encounter Golduck 100% of the time. Gives 2 base EV points each.
Special Defense – Off the water in Sunyshore city. You will see Tentacruel 60% of the time that give 2 Special Defense EVs each. Rarely you will see Mantykes, that give 1 EV each.
Speed – Up on the ledges near the Survival Area. (Head east of Survival area and use rock climb to access.) You will encounter Fearows and Raticates, both of which give 2 speed EVs each. Rarely you will see Rattatas and Spearows, both of which give 1 base EV each.

Sometimes, during a master contest visual competition, some accessories don't show up. Apparently, they show up if they touch the pokemon, but if they dont they can or can't. This is messed up...help?

Ha, Lugia is awesome. One time he appeared during the Ice Climbers Final Smash. The mountains size literally halved!

How exactly does it work? I put in my ID and SID and it gave me a list of honey trees. What do I do then? Because I tried one of the trees and it ended up being a burmy.

Check it in legit checker to see if the stats values are right.It passes the Legality Checker as well.

You have the hex values right and the correct ability/class (Most commonly missed ones)
Theres a problem though.
Since your Lucario came from Riley, His IVs MUST match his PID. This is because Lucario didn't have any parents to get IVs from, so the game uses the PID like a normal Pokemon.
The easiest way to fix this would be to make it come from the DayCareCouple and then it would be Legal. (45h changes to D0)
Another option would be to make it nonshiny, change its attack iv to 28 (To keep the same hidden power as before) and use this PID: 504351910
The last option would be to find a hidden ID number for the above PID to make it shiny, which would also require you to change your in-game Hidden ID if you wanted to count as your Pokemon.
Thanx Preston But wouldn't the 44h (not the 45h) value change to D0? Like so?

Just checking to see if the Lucario I created was a poor hack job.
It passes the Legality Checker as well.

Ya ZMaster is correct and wrong, depending on how strict a person's interpretation of legality is. I personally do not distinguish between legit and legal, where legal (on the binary level) looks exactly the same as a legit Pokemon. Others make the distinction because they delute themselves into believing that its possible to know the true background of Pokemon which did not originate from themselves.

damio has before stated that you can't make legit pokemon, and if they are made with no evidence of PokeSAV'd they are called legal.

You can never MAKE legit pokemon. You can only make legal pokemon, but they will never be truly LEGIT.

ALMOST invincible. For some reason, the move Fire Fang seems to be able to hit a Wondertomb and Wondereye.

What if the Hexadecimal Code is like this :
Pokemon Event - Decimal : 3060 - Hexadecimal : BF4
How would that be set up to find the 44h-45h values?
