Hi,

PKHeX is removing Surf from the 2 event Pikachu's that come with it, TCGWC & the Pokepedia ones are opening but neither have surf listed, you can add it by hand though.

There was pkmdb in the pkhex folder so I copied it to windows\system32 but it still gave the same error.

Ran as admin and it worked great removed the folder from system32 and it still worked.
