I think I heard something like this particular Tyranitar having fixed IVs. Can anyone confirm if it's true? Could be worth noting.

I previously went to a PC in Ikebukuro and using a US system, I could receive the Shiny Charizard and Shiny Pikachu.

(I would imagine that only serial code is region locked, not local wireless.)
