If you save a backup of your current save and then erase your save file, can you restore it from the backup if you start a new game?

I've been trying to soft reset for an male Dragonite from that GameStop event a few months back, but I kept getting females. I was wondering if I toggled the gender using PKHeX would I need to reroll the encryption constant or PID?
Also, if I made changes to the IVs could I keep the same PID/encryption constant or would I need to reroll those as well?
