Hahaha, I've been checking each day hoping for a solution but nope.
Owellz.

I'm not sure how to load a .pkm file in pokeGEN. I tried loading it in pokeSAV but there was an error.
-
No, I cant. It's grayed out and cant select it.
-
Yea, the lvl9 legendaries can be an easy fix...like a pokemon can only be on the GTS for 10days before deletion or something. Or a different room so those people can show off their shinies.

Uh oh...I'm a noob to hex editing.
Ok, so I have a lvl100 Zekrom and Reshiram in the party. Zekrom in slot1, Reshiram in slot2.
I'm using HxD. I press Ctrl+G and type in '08C'. It brings me to an address that has '00' instead of '64'.
If I use Ctrl+F and search '64' as hex value, I end up at Offset: 409. There's also a bunch more '64' after that at different offsets.
I'm stuck there because I dont know which value to change.
EDIT: I just plowed on ahead and changed the value at '08C' from '00' to '09'. Exported Zekrom to .pkm file. Got error 0x5390. Changed value at '07' and '06'. Open in pokeSAV and Exported ARDS Code for slot1 in the party.
Now, I'm more stuck cause I have no idea how to use the .xml file. Lol.
I opened it in notepad. Am I suppose to put all those codes into a urscheat.dat file? I'm using R4 with WoodR4 installed.
EDIT2: I figured out how to use the .xml file. Lol.
I used the second block of code since I have White. I went in-game. Pressed L+R. Got a lvl100 Zekrom. I tried to trade, but I cant select Zekrom though (it's still grayed out).

Hatched from egg method doesnt work either...
Hmm...gonna call it a day and see if I can come up with something tomorrow.
-
How can I trade a lvl9 legendary? Zekrom/Reshiram/Zoroark/etc?
It's basically to get those people who clutter up the GTS with impossible trades.
A lvl9 Zekrom didnt work. It said that my pokemon cannot be traded.

Regarding moves/attacks:
I found it weird that I could use my Volcarona (61) that knows Fiery Dance (100) online. So I proceeded to test a few combinations out listed below (all were shiny...that shouldnt change anything though...). They had other filler moves, like the Pledges moves and TMs, and level up moves(Rollout, Assurance, etc). But I was just testing the highest level moves (Flare Blitz, Hydro Pump, Leaf Storm) mostly. Did not try with Egg moves. Met conditions were as if I got them from Prof Juniper.
Set1
a) I also tried it with the Emboar(Flare Blitz), Samurott(Hydro Pump), Serperior(Leaf Storm). The pokemons were lvl40. The earliest they can learn those moves were lvl43.
ALLOWED
b) Same pokes, same moves, same PID. Levels changed from 40 to 10
NOT ALLOWED
c) Same same same. Level 29
NOT ALLOWED
d) Same. Level 30
NOT ALLOWED
e) Same. Level 39
ALLOWED
Set2
a) Tepid, Oshawott, Snivy. Level 10. Same moves (Flare Blitz, Hydro Pump, Leaf Storm). Removed HyperBeam
ALLOWED
b) Same poke, moves PID. Level 43
ALLOWED
Set3
a) Pignite, Dewott, Servine. Level 30. Same moves (Flare Blitz, Hydro Pump, Leaf Storm).
ALLOWED
b) Same pokes, moves, PID. Level 20.
ALLOWED
c) Level 19
ALLOWED
Set4
a) Pignite, Dewott, Servine. Level 15. Same moves (Flare Blitz, Hydro Pump, Leaf Storm).
NOT ALLOWED
b) Same pokes, moves, PID. Level 30. (To confirm PID legality.)
ALLOWED
Conclusion:
-The 1st stage (Tepid, Oshawott, Snivy) can learn moves higher than their current level if they're lvl 10 (or below that)
-The 2nd stage (Pignite, Dewott, Servine) can learn moves higher than their current level if they're lvl 19 (probably 17 because that's when they evolved).
-The 3rd stage (Emboar, Samurott, Serperior) can learn moves higher than their current level if they're lvl39 (probably 36 because that's when they evolved).
-This is information is not -that- useful because Nintendo WiFi brings the levels to 50 or 100. O_O

Pokemon hatched from eggs -have to be- in a pokeball? No dive ball, net, ball, etc?
Also, can Tepig/Snivy/Oshawott be shiny? I tried doing that and it wont connect.
And can the starters be shiny if it's hatched from egg?

Happened to me too. Should be legal for WiFi though.
It was because it shouldnt be poketransfered.
I'm playing White. I made a Tornadus appear as if it's been transferred from Black. I had it met location (poketransfered) and had the ---------. Once I changed the met location to Route w/e. It said the Route instead.
Before and after was still WiFi legal though.
