I managed to get rid of my master balls, but 100 of ultra balls still remain on my bag... luckily i still can encounter any pokemon...

The Ultra balls are for the level of the pokémon you want and the masterballs for de number of the national pokédex

The US Version of B/W will not come out until March 6th, 2011, so it will be impossible to create any codes until then. Even then, it will still be impossible because the Liberty Ticket for the US Release is still unknown. Your Request for a Victini would best be in the Pokemon Request Forum.
