I was more looking for insight on the hex editing or maybe trying PPSE-DS.
What happened was:
I showed up at Cerulean City, checked the gym out, nobody was there.
Went to the Power Plant, gave the man the Machine Part (I was using a sav with all key items).
Rocket Grunt doesn't show up anywhere, machine part not hidden in normal location.
Misty and Bill aren't where they're supposed to be.
I guess I could always fill in the badge and go on, but I'm trying to kid-proof this for my brother so he can play through with no issues.
