    Well... As for the best plate, IMO the Draco Plate. Whilst Arceus is holding the Draco Plate you can go to the dragon move tutor and teach it Draco Meteor.

    As for the first question... I am Having major problems with the PID/IV of all the pokemon I'm trying to make shiny. :(
