Look, when you first go to the Kanto region suicune will appear in vermilon city and will run to the right past the snorlax.

What you need to do is go around and go east of fuschia city.

As you work your way to the east and head north, suicune will appear in the right side if the sea.

He will run north towards Lavender town.

Now this is the tricky part.

Suicune will appear at bill house in the far north.

BUT

You Must complete the powerplant scenario and found misty.

After you done those 2 events, suicune will appear.

If you haven't he will not appear.

lol, it's okay, I had the same problem. I initially took the bike path to Fruschia city, so it was a pain trying to get suicune,but I'm normally thorough, so when I couldn't find him, I went back to doing areas I hadn't finished yet, and hence I stumbled upon him.

Suicune appears just east of fruscia city by the sea. That is thwe last place he appears before you can fight him in Cerulean City.

You can catch Suicune at any time you want.

So if I go to route 42 right now I will be able to capture suicune?

Suicune is seen in the following places and you must follow it if you wish to capture it. First, it will be found in the north of Cianwood City. After you encounter it there, you will shortly find it outside the entrance of Mt. Mortar in Route 42.

is this just at any ol' time or at certain points in the game, cause ive beaten the game.

Yes, you have to battle Suicune once before you use the Re-battle Code and that goes for every Legendary Pokemon.
