I can connect to the eshop but get 2218 on bank

That's easier said than done as i don't know where to find one without having a spare 3ds

I recently found my old 3ds although it is banned. I also have a modded switch and a switch 2. I was planning to move my living dex from my old 3ds games all the way to pokemon home. Is it possible? I'd be able to backup the pokemon from my 3ds game saves, Load them onto my gen8 games, then trade them to the other version in my switch 2 and then up to home. Despite being time consuming: is it feasible? Are there some pokemons that can't be moved? Edit: thank you in beforehand for any answers that you can give me
