figured it out, it was the wrong sav file! thanks for looking into it

i'm using VBA-RR. when I manually save from the emulator I get an SGM file which it doesn't seem like PKHeX is combatable with

i've tried saving in game multiple times. im thinking maybe im not using the right .sav file? but it's the same one in the folder as the rom

Any help would be majorly appreciated. it's the .sav so I assuming i'm using the correct file Pokemon - Yellow Version - Special Pikachu Edition (USA, Europe) (CGB+SGB Enhanced).sav
