How can i fix it? Also, does PID matter in case of legal shiny pokemon?

Im new in the whole process i want to make all my illegal pokemon legal with the stats they have whenever its possible. So i downloaded the PKHex and imported one of the savefiles i want to edit heres an example: When i import this moveset to showdown the page says its legal however PKHex says its not. What can i do in order to legalize it while at the same time preserving all the stats?
