Bloshi

I tried using the Feebas Locator plugin for PKHeX but whenever I load a save and go to Tools it's greyed out. and I tried using the cmd program too but I just get this and it gave me the same thing when I dl'd no$gba and made a raw save so I'm at a loss. Do I just need an older version of PKHeX?
