How else would it have been edited in 2009?

Is your point to find out whether it was edited, or find out how it was edited?

If "was it edited?":
Clearly it was. illegal stuff don't appear in normal playthroughs.

If "how was it edited?":
No specific idea how, but I gave a list of examples of what existed then.
(Probably Pokesav, or Pokegen, or using an AR, or a combination of them.
Just because PKHeX didn't exist then, doesn't mean there wasn't means to edit/hack...)

also the rom is really weird since it's from June 26 2006 when Pokemon Pearl wasn't even released in Japan at that time which is kinda interesting 

but i did want to know how and it's probably pokésav by the looks of it

Literally everything is illegal, so this is a hacked save file for sure.

of course i bothered to check with PKHeX but was it done with different program because i don't think PKHeX existed in 2009 and if you check the pokemon they are all caught on the same route, same ball, same day, and same Origin Game. also when running verify checksums it says all checksums are valid and when i do stuff in the save with PKHeX it says save has been edited cannot integrity check

I have my own suspicions that it is the case but I wanted to be certain from people who know more about it then I do 

PS I found this on my Network Data storage with the rest of the DS library as seen in the file name it's a Pearl Save
