Common NDS vs. Normal NDS?

So I'm trying to make a Heatran, I keep getting Common NDS in legal. The guide says Normal NDS is what you should be getting for Wild/Legendary Pokemon.

Is there a difference?

I think it depends on the version of legal.exe you are using. Older versions it'll say Normal NDS, but heatran should appear (in the current version) as Common NDS (A-B-C-D) I believe. Hope that answers your question.
