Legality Checker & Windows 7

So, I've been looking around Google and the forums and other places. I'm going insane. Basically what's going on is that my Legality Checker just isn't wanting to work out. I tried downloading Microsoft .NET Framework 2.0 SP1. It won't install on my Windows 7 computer. So I researched it and it turns out I have to download Microsoft .NET Framework 3.5 SP1. So I download it, but nothing pops up. I tried running it as an administrator, yet it still doesn't work.

How my legality checker isn't working...I guess, I just drag and drop things like it says it to, and it doesn't do anything. Here's a picture:
