Pokemon Platinum - Action Replay Code Request - Rival Difficulty Modifier

It's said that you can battle your rival in the Survival Area on Saturdays and Sundays. His Pokemon get stronger but suddenly, there is no legit way of encountering the 2nd phase (Levels 69-75). There is one legit way to encounter his 3rd phase (Levels 79-85). Beat the Elite Four 20 times.

If anyone can make an Action Replay code to modify his phases, please do so.
