Whilst Arceus is holding the Draco Plate you can go to the dragon move tutor and teach it Draco Meteor. As for the first question... WTF lol... anyways thats k if anyone can make this shiny id appreciate it tho i gave up and.... yeah. Its really not that easy making pokemon shiny with IVs and nature u want...
