Well... As for the best plate, IMO the Draco Plate. Whilst Arceus is holding the Draco Plate you can go to the dragon move tutor and teach it Draco Meteor.

As for the first question... I am Having major problems with the PID/IV of all the pokemon I'm trying to make shiny.

it already has draco plate but not draco meteor... i h8 nintendo for making this junk so encrypted its just POKEMON.. WTF lol... anyways thats k if anyone can make this shiny id appreciate it tho i gave up and.... yeah. Its really not that easy making pokemon shiny with IVs and nature u want...
