Is there a program like Pokesav that lets you edit what pokemon gym leaders have and what level they are?

I am looking for a program like pokesav that would auto generate a code for the US HG/SS game that would allow me to hand pick which pokemon each of the 16 gym leaders and elite 4 use as well as their individual stats and level. does anything like this exist that could export an action replay code to my soul silver DS game?

I don't think there is a "program" out there that can edit that much of the game more over on HG/SS. Though someone correct me if I'm wrong. The only way I saw modifications like that were ROM hacks just for fun like custom town and etc.
