Pokemon Platinum Messed Up Flags?

I was using the 60 fps AR code in my play through, im at the point where cynthia should show up in the distortion world but she doesnt and she only spawns at the bottom despite having my cheats turned off. Can anyone fix the flags up until this point or lmk what flags arent triggering that is causing this? I tried to play through without cheats on a previous save point (around a little after gym 7 before the explosion at the lake) and its still bugging out. Played original broken on melonds, and the second play from gym 7 on desmume and still have the issue. Any help would be appreciated.
