Create legal trade pkmn Emerald

I can't seem to create any pokemon for emerald and have them show as legal. I have created another save so I have a TID an SID and a name to use to simulate a trade. Nothing I do seems to create a legal pokemon. I'm trying to create trades for a team of 6 with perfect IVs and natures I want to use. Something I am noticing PKHex do during all of this is it will stop letting me check legality, the red triangle just stays frozen. Any specific tutorials for making a legal pokemon in Emerald with perfect IVs?

There are 2 options

1- RNG via pokefinder

2-Create an egg and modify with pkhex IVs and nature

PS: Do not exchange your modified pokemon with other players
