How do I edit Pokemon level up movesets in BW2?

I'm making a ROM hack for Pokemon Black and White 2, I'm specifically using the hack Volt White 2 as a base. I'm trying to give each water, grass and fire type access to the pledge moves. The easiest way to do this seems to be by editing the level up moves. I'm trying to use AndiToolkit for this, but for some reason when I load up narc file 1/0/8 every moveset list is completely empty.

Why is this the case? All tutorials I find go through the same process. Is it because I'm going off a rom hack instead of a clean rom?
