PKHex will not open even with required net downloaded

Hi, I have spent the last 3 or so hours trying to find a solution for this issue. Whenever I try to open the program it just flashes a loading symbol above the cursor. I have tried installing and uninstalling over and over again. I have tried doing the same with the .net needed to run pkhex. I even tried doing the build update thing in virtual studio. No matter what I have done it still just only flashes the loading symbol. I have been through so many forums looking for someone with a similar issue and only found one and there was no solution. If anyone could please help it would be very much appreciated, thanks!
